Richard Wah doesn’t have any photos of his high school graduation – that’s because he didn’t have the money to pay for a photographer when he was a teenager.

Now that he’s 44 years old, however, he wants to give other kids the opportunities that he never had.

Richard, who works as a photographer in Philadelphia, Pennsylvania, is offering free graduation photoshoots to youth who can’t afford them. All the grads have to do is send Richard an email, grab their cap and gown, and show up for the shoot.

The photographer has even hired a barber and two makeup artists to spruce up the grads’ look.

The Philly resident first got the idea for the free photos when he was riding the public bus and saw a group of high school grads sporting caps and gowns – except none of them had any parents or family there to support them.

OK, it’s not Bill Gates style charity, but maybe IMHO it’s worth more. It’s personal. It’s the Good Samaritan type charity.

It makes the world a kinder place for those that need it.

All it requires is a little sensitivity to the needs of others.

Joseph was born on January 31, 1949 and passed away on Friday, May 19, 2017.

Joseph was a resident of New Jersey.

He graduated from St. Joseph's of the Palisades High School Manhattan College and New York Law School.

Visitation will be on Tuesday May 30 2017 from 2-4 pm and 6-9 pm at Higgins and Bonner Funeral Home located at 582 Springfield Ave. Westfield NJ. The Funeral Mass will be offered at St. Genevieve Church at 200 Monmouth Road in Elizabeth NJ on May 31 2017 at 10 am. Interment will follow at the Fairview Cemetery 1100 East Broad St. Westfield NJ.

Donations can be made out to NYU Medical Center; in the memo portion kindly write "Vulnerable Brain Project" in memory of Joe Kennedy; donations can be mailed to the office of: William Slater MD Associate Professor Division of Cardiology NYU School of Medicine 530 First Ave Skirball 9U New York New York 10016.

SAUGERTIES- Edward L. Montano, Sr., died Tuesday, May 30, 2017, at The Pines in Catskill. He was 78 years old.

Born Nov. 30, 1938 in Kingston, he was the son of Louis and Pauline Davis Montano. Edward graduated St. Mary of the Snow School in Saugerties, Saugerties High School and Manhattan College in New York.

The co-owner of Montano’s Shoe Store in Saugerties; he enjoyed family, spending time with his children and grandchildren.

Survivors include his children, Ritamary Montano-Vining and her husband Jeffrey, Edward Montano, Jr., and his wife Tina, and Joseph Montano and his wife Kristen; his grandchildren, Juliannah, Jeffrey Jr., Matthew, Meredith, Hunter and Hudson; his sister, Judith Montano; and several cousins.

A Procession will form 9:45 a.m. Friday, June 2, 2017, at Buono Funeral Service, Inc., Saugerties, and then proceed to St. Mary of the Snow Church where a 10:30 a.m. a Mass of Christian Burial will be celebrated. Interment will follow immediately in St. Mary of the Snow Cemetery, Barclay Heights.

Friends may call Thursday 5 until 9 p.m. at Buono Funeral Service, Inc. In lieu of flowers, the family suggests donations in his memory to the Alzheimer’s Association of the Hudson Valley, 2 Jefferson Plaza, Suite 203, Poughkeepsie, N.Y., 12601. PIX11, Tribune Broadcasting’s New York flagship television station, today announced the final weekday anchor lineup for PIX11 Morning News. Beginning June 19, Dan Mannarino will co-anchor the PIX11 Morning News from 6-9am each weekday alongside Betty Nguyen.

Mannarino, a five-time Emmy Award-winning anchor and reporter for the PIX11 News, joined the station in 2011 and has covered some of the region’s biggest stories, including Hurricane Sandy, the East Harlem explosion and the Philadelphia train derailment. Mannarino also traveled to Rome twice for PIX11, once for the elevation of Timothy Dolan to Cardinal and again when Pope Francis was named. He was live when the white smoke began to rise. YORKTOWN, N.Y. - The Yorktown Central School District's nearly three-month long search for a new superintendent of schools ended Friday June 2, when the Board of Education announced in a press release that Dr. Ronald Hattar of the Eastchester Union Free School District, was chosen to fill the position.

Hattar, a resident of Yorktown, has been the assistant superintendent for curriculum and instruction for the Eastchester Union Free School District since 2011, and serves as president of the Putnam/Northern Westchester BOCES Curriculum Council. He and his wife, Nicole, have two children.

He holds a doctoral degree in educational leadership from Manhattanville College, a master of science in educational leadership from College of New Rochelle, a master of science in special education from Manhattan College, and a bachelor of science in secondary education from Manhattan College.

Still finalizing the terms of his agreement, the board announced a start date of Monday, July 10, pending a school board vote. More details will be announced at a future meeting, according to the release.
"It is an honor to have been selected to continue the wonderful work already being done in the Yorktown School District and I look forward to helping the organization to reach even higher levels of success,” Hattar said in the release.

Aligning with the school’s mission to educate the whole child, Hattar said he is “committed to academic excellence while providing an educational experience that supports the development of a student's emotional, social, athletic and civic self."

The Obama administration issued a record number of new regulations on its way out the door in 2016, leaving an administrative state that saps the economy of nearly $2 trillion a year, according to a new report being released Wednesday.

The government itself spent $63 billion in 2016 to administer and enforce all of its own regulations, the Competitive Enterprise Institute said.

With Republicans in Washington looking for reasons to streamline Washington and roll back President Barack Obama’s accomplishments, the new report is likely to be ammunition.

“The federal government’s reach extends far beyond its taxes, deficits, and borrowing. Federal environmental, safety and health, and economic regulations affect the economy by hundreds of billions — even trillions — of dollars annually,” Clyde Wayne Crews Jr. wrote in the CEI’s 2017 “Ten Thousand Commandments” report on federal regulations.

He counted 3,853 federal rules that were finalized in 2016 — the most for any year since 2005.
