Sorry to tell you I don't buy what claim is the impact of decriminalizing drugs in Portugal.. I am not against decriminalizing drugs but just don't believe you have the full economic, social picture and situational picture of, what drugs has done to Portugal.
The fact that one article attributed an 18% unemployment rare partially to drug use suggests Portugal is nowhere near the end of the road of addiction and is firmly on the road to recovery.
A recent research article "focused on the impact of two policies Portugal implemented between 1999 and 2001 — one decriminalized possession of illicit drugs, and the other significantly increased access to substance abuse treatment by diverting “”minor drug offenders”” to treatment. This is the Portugal Model." The article argued you cannot translate the Portugal model to other countries carte blanche.
•As the authors themselves observed, “”numerous challenges ‘make it impossible to attribute any changes in drug use or related harm directly to the fact or form of the Portuguese decriminalization.’”” They noted, for instance, that it was not possible to determine whether effects observed during the study period were causally linked to decriminalization or to the increased availability of treatment, in part because they were introduced around the same time.
Rather than focus on decriminalization as a solution to something why not focus on how we are going to work our way out of a mass epidemic of whole new forms of addiction that are taking our society down the drain?
Go to treatment centers that are charging $15K a month and watch a dually addicted young man not be able to talk no less listen to treatment lectures and is no better off after 28 days than when they came in. Attempt to find new treatment regimes that can address theses issues before a whole generation goes down the drain.

2015-Jun-28Yes John This is a problem within a set of problems that have several possible partial solutions and some solutions may even make the problem worse.
The point is that not talking a studied data rich and information rich study of the logic involved may give the felling that you have addressed the problem when in fact little or nothing or even a bad effect might result.
I know it may seem too academic but the fact is that the addiction system including the treatment and drug use curtailing approaches need far more investigation in a more systematic approach than what we have done so far.
Approaches like “Just Say No” are expensive and counterproductive.

An Albany native and graduate of Christian Brothers Academy, Ventner has taken his passion for history and forged a second profession for himself, schooling people about the American Revolution.
Along with being president of America’s History, his own tour and conference company, he has written a book titled “The Battle of Hubbardton: The Rear Guard Action that Saved America.” He will discuss the book at 7 p.m. Thursday at the Canfield Casino as part of the Saratoga History Museum’s Solomon Lecture Series.

Obituary
Hubert C. (Bert) Peltier, 90, of Williamsburg, Virginia, passed away peacefully on July 4, 2015, with his family present.
He was born April 6, 1925 in New York, New York and resided in Williamsburg, Virginia for the past 23 years, after having lived in Indiana, Michigan, New York, Pennsylvania, Tokyo Japan, South Carolina, and Florida. He graduated from Manhattan College in 1943 and Indiana University's School of Medicine in 1948. He served in the U.S. Army and Air Force.
He was a physician in a private practice for pediatrics after receiving his M.D. He then served as Research Physician, Chief of Clinical Development, and Manager of Clinical Research for the Upjohn Company; Vice President & Medical Director for Bristol Laboratories; and then after having worked seventeen years for Merck Sharpe & Dohme Research Labs, he finished his career as Senior Vice President of International Corporate Affairs. He then served as consultant and interim Director of Medical Affairs for Sterling Winthrop.
He was certified by the American Board of Pediatrics, served as Fellow of the American Academy of Pediatrics, was a member of the American Medical Association, the American Society of Microbiologists, and the American Society for Clinical Pharmacology & Therapeutics. He was also a member of the Pharmaceutical Manufacturers Association where he served as Vice Chairman of the Research Section and Chairman.
Bert loved reading and music and was an accomplished pianist. Bert was an avid sports fan and loved to play golf, bridge, and poker.
He is survived by his wife of 63 years, Joan, of Williamsburg; daughter, Jan Draber and husband, Skip, of Vienna, WV; daughter, Marcia Brinker and husband, Chris, of Wilmington, DE; daughter, Karen Riggert and husband, Dave, of Groton, MA; son, Bret William Peltier, of Kitty Hawk, NC; and son, Jeffrey Hubert Peltier, of Kennett Square, PA; grandchildren, Brandon Peltier; Ross and Lauren Draber; Eric, Ryan and Keith Brinker; Julie, Sarah, and Jacob Riggert; daughter-in-law, Nancy Peltier; sister, Margaret Stapleton; and several nieces and nephews. He was preceded in death by his son, Mark Edward Peltier.
A private service will be held in Williamsburg, VA at a later date.

I disagree that it's not Obama's fault.
I strongly disagree with “who cannot stand the thought of a black man in power”.
He has practiced racially divisive tactics politically. Spoke out inappropriately at times. And, in general, demonstrated his youthful inexperience.
For example, after blaming guns for the killing, without mentioning the SSRI component of all but two of the mass murders by young males, he incorrectly states that this doesn't happen anywhere else in the world. A fact that was quickly refuted by folks on the internet.
Then, instead of being Presidential and flying to Charlestown, he goes to Hollywood for two fund raisers.
This is his fault.
Leadership is badly lacking in this country. And, it's taking all of us -- black and white -- down to Perdition.
Argh!
Happy “independence day”. Lower case because “We, The Sheeple” have lost it by electing the corrupt politicians.
