Cain has a strong family background in basketball. Her father, Tim, graduated as the all-time leading scorer (1,872 points) in Manhattan College history. He was a two-time honorable-mention All-American by The Sporting News, averaging 17.3 points per game during his career for the Jaspers. Kate’s mother, Alison (Martinsky) Cain, was also a 1,000-point career scorer as a collegian at Fairfield, finishing with 1,071 points. She also ranked 10th in Fairfield history with 734 career rebounds, while ranking second in Stags history with 268 blocks. Alison played professionally in Ireland. Kate’s older brother, John, is a 6-10 starting left-handed pitcher for the Lafayette baseball team. She also has a younger brother, Chris.

John J. Harold

John died on June 20, 2017 in Fairfax, Virginia.

He is survived by his wife, Penny; his sons, John Harold Jr. (Jan Harold) and Brendan Harold; grandchildren, John Spencer Harold and Bridget Harold; sister, Andrea Harold, sister, Holly Egner (Charly Egner) and brother Christopher Harold (Martha Harold) John was born in Yonkers, New York on April 13, 1943 to the late John R. Harold and Dorothea Gorman Harold.

As a young child John spent several years in Japan while his father served as a JAG officer under General MacArthur during the Occupation, this was a significant life experience for John of which he spoke often. After returning to the states John attended schools in the New York City area and graduated from Manhattan College, received a Masters Degree in Psychology from Bowling Green in Ohio and pursed advanced graduate education in Clinical Psychology at Virginia Commonwealth University.

John spent 37 years as a child psychologist beginning his career with the Commonwealth of Virginia and moving to the Fairfax Falls Church Community Services Board as Mental Health Services were being transitioned to local jurisdictions. John's area of expertise was working with victims of child sexual abuse and youthful sexual offenders. In addition to working with clients, John served as a liaison between the CSB and the Juvenile Court and developed residential programs for both youth and adults. In conjunction with colleagues from the Department of Family Services and Child Help, John was instrumental in establishing a program to centralize the investigation and support services for victims of sexual abuse.

After his retirement from Fairfax County, John began a second career as the Registrar of Voters for the City of Fairfax and later served as a member of the City of Fairfax Electoral Board.

In addition to his career, John had many civic activities including serving on the Fairfax Juvenile Court Advisory Committee including many years as the group’s Chairman, served as the first male member of the City of Fairfax's Commission for Women, served with the Fairfax Medical Reserve Corp. and was a member of the City of Fairfax's 2020 Commission. John was actively involved with his Home Owners Association including serving two terms as Chairman.

A gathering of family and friends will be held on Wednesday June 28, 2017 from 6 to 8 PM at the Demaine Funeral Home 10565 Main Street Fairfax, VA 22030. Funeral services will be held on Thursday June 29, 2017 at 1 PM in the funeral home chapel. Interment to follow at the City of Fairfax cemetery.

He earned a Bachelor’s degree from Manhattan College and a Master’s degree from the University of Michigan.

Joe served in the US Air Force and had a distinguished 21-year career as a systems engineer.

A visitation will be held at Bennett Funeral Home- Chesterfield Chapel, 5:00-7:00 PM, Thursday, June 29, 2017. A funeral mass and celebration of his life is scheduled for 3:00 PM, Friday, June 30, 2017 at St. Gabriel Catholic Church in Chesterfield, VA.

In lieu of flowers, the family asks for donations to be made to Meals on Wheels.

Mass is to be held Saturday July 1st at 11am at Saint Joan of Arc Catholic Church in Boca Raton with burial in the adjacent Boca Raton cemetery. Viewing will be Friday June 30th from 5:30pm until 7pm at Glick's Funeral Home in Boca Raton.

Visitation will be Friday June 30th from 2-4 and 7-9 at Cargain Funeral Homes located at 10 Fowler Ave Carmel. A funeral mass will be on Saturday July 1st at 11 A.M. at Saint James the Apostle Church and a private cremation will follow.

Towards a Private Flood Insurance Market

The federal-government-managed National Flood Insurance Program (NFIP) is $25 billion in debt, stokes moral hazard, and entails a regressive wealth transfer that favors coastal areas. The NFIP is set to expire at the end of September, offering policymakers an important chance to rethink the program.

The systemic underpricing of insurance causes moral hazard, by masking the cost of flood risk and encouraging overdevelopment in flood-prone areas. Because the average home in the NFIP is much more valuable than an average American home, the program is regressive on the whole. And since a disproportionate number of properties in the NFIP are on the southeastern coast, wealth is transferred from the rest of the country to homeowners near the coast in those states.

Argh!

Like “social security”, NFIP is another wealth transfer scheme. From across the nation to SouthEastern US! From the poor working slobs to the costal rich.

I’ve always had “a bone in my throat” about this program.

(1) The Pepuls Republik of Nu Jerzee has some perennial areas that flood (i.e., Bound Brook; Little River; Mill Basin). Note the names for a clue! Yet, time after time, “flood insurance” pays these poor folks to rebuild in the exact same place? — — “Insanity: doing the same thing over and over again and expecting different results.” — attributed to Einstein — — After the first one, it should be “uninsurable”.

(2) The “flood insurance” and Federal flood “relief” is a giant boondoggle of fraud and abuse.

(3) Since “rich people” are more likely to own “ocean front real estate”, why should the Taxpayer insure them? They can afford their OWN insurance. Again, how many times do we have to pay to rebuild someone’s mansion?

Argh!
